“Agreement for Chile”: Political parties sign document that enables a new constituent process

After months of negotiations, the political parties reached an agreement to enable a new constituent process in the country.

The document was signed by representatives of: UDI, Renovación Nacional, Evopoli, Partido Demócrata Cristiano, Partido Radical, Partido Liberal, Partido Socialista, Partido Comunista, Partido por la Democracia, Partido Comunes, Partido Federación Regionalista Verde Social, Convergencia Social, Revolución Democrática and Acción Humanista. In addition to the movements Amarillos por Chile, Demócrata and Unir.

The new constituent process seeks to generate a new Fundamental Charter for Chile and will have the following bodies:

  • Constitutional Council
    • It shall be composed of 50 persons elected by direct popular vote, in accordance with the electoral system applicable to senatorial constituencies.
    • It shall have the sole purpose of approving a proposed text of the new Constitution, and shall be dissolved once this task has been accomplished.
  • Expert Committee
    • It shall be composed of 24 persons of “indisputable professional, technical and/or academic trajectory”. 12 will be elected by the Chamber of Deputies and 12 by the Senate.
    • It will be in charge of drafting a preliminary draft that will serve as a basis to begin the discussion and drafting of the new Fundamental Charter.
  • Technical Committee on Admissibility
    • It will be composed of 14 persons, “jurists of outstanding professional and/or academic trajectory”, who will be elected by the Senate based on a single proposal to be formulated by the Chamber of Deputies.
    • It will be in charge of reviewing the rules approved by the Expert Commission and/or the Constitutional Council, in order to review their possible inadmissibility when they are contrary to the institutional bases.
