On 26 March 2024, the Urban Development Division issued DDU Circular No. 496 (‘DDU 496’), by which it rescinded Specific Circular No. 35/2007, and instructed on the application of Article 2.6.4. of the General Ordinance on Urbanism and Construction (‘OGUC’), which indicates the conditions for a project to qualify as a harmonious development. Specifically, on the surface condition that the land must meet in order to comply with the rules of harmonious set, as ordered by the Comptroller General of the Republic through the Opinion E417334, dated 17 November 2023.
