Javier Díaz is a partner at Barros & Errázuriz whose practice focuses on financial and capital markets regulation, fintech and payments, corporate governance, compliance and regulatory proceedings. He regularly advises domestic and international companies, financial institutions and other regulated entities, issuers, asset managers, insurance companies and fintech businesses on complex regulatory matters, licensing and authorization processes, the structuring of new businesses, corporate governance and transactions involving significant financial or regulatory components. He also represents clients in investigations and proceedings before financial regulators and advises on mergers and acquisitions and other corporate transactions involving regulated industries.

Prior to joining Barros & Errázuriz, Javier spent ten years as an attorney with the Securities Division of Chile’s Superintendency of Securities and Insurance (SVS), now the Financial Market Commission (CMF). During his tenure, he participated in registration and authorization proceedings involving issuers, securities and regulated entities, investigations and enforcement matters relating to violations of Chilean securities laws, and the drafting of legislation, regulations and other financial regulatory rules.

Javier serves as Chairman of ChilePay, an industry organization bringing together leading participants in Chile’s payments ecosystem. He also represented the Government of Chile before the UNIDROIT Committee of Governmental Experts responsible for the preparation of the Convention on Substantive Rules for Intermediated Securities and served as a member of its Drafting Committee.
